Dr. Ruebling is the
Director of the Center for School Redesign™, Vice
President of The Ruebling Group, LLC, and an educational consultant.
During his 32-year
career in education, Dr. Ruebling has served as an
educational leader in Iowa and Minnesota and worked in an education
related private sector business. His public school leadership
assignments have included curriculum development, library/media
programs, the application of educational technology, staff development,
assessment programs, and teaching team leader. In the private
sector, he led development and marketing for school administration and
instructional management software products. Over the last decade,
Dr. Ruebling has been a consultant focusing on curriculum, assessment,
and leadership development; technology planning, and designing
information systems for managing curriculum and instruction.
Dr. Ruebling is a
past president of the Iowa Educational Media
Association and the North Iowa Chapter of Phi Delta Kappa, was
appointed by the governor to the Minnesota
Elementary/Secondary/Vocational Computer Council, which he chaired, was
elected to the TIES (Regional Computer Center) Board of Directors and
Executive Committee, and served on the Eden Prairie (MN) Board of
Education.

Nancy Clarke

Mrs. Clarke is an
educational consultant working with school districts
and charter schools to improve the skills of teachers and
administrators in the areas of curriculum, assessment, instruction, and
leadership.
Mrs. Clarke’s
leadership in schools includes curriculum development,
special education, state and federal program, testing, gifted
education, staff development, Title I programs, and elementary school
principal. In 1991, she was recognized as an Outstanding
Principal in Maricopa County, Arizona.
Mrs. Clarke was a
district administrator for the Cave Creek Unified
School District in Cave Creek, Arizona. Her responsibilities
included curriculum coordinator, special education director, State and
Federal projects director, testing coordinator, and staff
developer. Prior to this position, she was an elementary
principal, gifted program developer and teacher, Title I program
developer/teacher and a classroom teacher. Mrs. Clarke’s
consulting work includes membership on the Iowa State University School
Improvement Model Team working in school districts across the country
developing curriculum and assessment aligned with state
standards. She is a member of the Arizona Department of Education
Solutions Team evaluating the implementation of curriculum in failing
schools. She has served as an adjunct instructor for Northern
Arizona University teaching classroom assessment.
Mrs. Clarke is a past
President of Public Education Partnership, a 501
C3 non-profit organization which raises money for community education;
after school and summer programs; fine arts education; and mini-grants
for teachers in the Cave Creek (AZ) Unified School District. With
others, she has published articles in Charter
School Monthly, Iowa Educational Leadership, The Educational Forum,
and Clearing House.
Mrs. Clarke received
a Bachelor of Arts degree in Elementary Education
from Michigan State University, a Master of Arts degree in Curriculum
and Instruction from San Diego State University, and a Master of Arts
degree in Special Education/ focus gifted education from Arizona State

Frances Kayona, Ph.D.

Dr. Kayona, is an
associate professor in the Department of Educational
Leadership and Community Psychology at St. Cloud State University in
St. Cloud, Minnesota. She teaches courses in advanced
supervision, program evaluation, personnel administration, curriculum
development, research design, and organizational theory.
Dr. Kayona served as
the assistant director, research associate, and
consultant for the School Improvement Model Research Center at Iowa
State University in Ames. As a consultant to project school
districts, Dr. Kayona led teachers in the development of
standards-based curriculum and assessment for all content area.
She also worked with stakeholders and school administrators developing
performance evaluation systems for teachers, administrators, and
support and classified staff, with an emphasis on the use of 360-degree
feedback.
Dr. Kayona has
traveled widely throughout the People’s Republic of
China where she taught conversational English for middle school
students living in Xinjiang Province. Dr. Kayona is co-editor of
copyrighted publications of standards-based curricula and
criterion-referenced assessments in language arts and
mathematics. She has presented on the topics of curriculum
development and implementation and instructional leadership at the
University Council for Educational Administration Conferences.

Bachelor of Arts degree in socio-cultural
anthropology from Arizona State University and Masters of Science and
Ph.D. degrees in Educational Leadership from Iowa State

Shirley Stow, Ph.D.

Dr. Stow is an
educational consultant working to improve the
educational environment in schools through effective leadership, the
development of curricula and the appropriate assessments, and
professional growth of teachers.
Dr. Stow’s leadership
in public schools includes classroom teacher
grades 3-8, K-12 social studies department head, elementary school
principal, and curriculum director. As an Associate Professor of
Educational Administration at Iowa State University in Ames, she
directed the field-based School Improvement Model Research Center for
25 years. Each year Dr. Stow works with numerous groups of educational
professionals to improve their skills in curriculum, assessment, and
leadership. She has worked at 65 project sites across the United
States, in Canada, and in Western Europe. She has worked in the
Department of Defense Dependents Schools in Panama and in the Taipei
American School in Taiwan. And she has been a consultant to under
performing schools in South Carolina and Arizona as well as Charter
Schools.
Dr. Stow was honored
to be selected to participate in the National
Invitational Research Conference sponsored by the National Board for
Professional Teaching Standards. She has received curriculum
audit training and served on the steering committee of a Ford
Foundation grant for planning educational television programs for Iowa
students. Dr. Stow has written manuals and books and is published
widely in journals. Selected books include A Clinical Manual for
Teacher Performance Evaluation (with R. P. Manatt), a Report for
Developing and Testing a Model for Measuring and Improving Educational
Outcomes (with R. P. Manatt), various train-the-trainers manuals, and a
Technical Report of a Follow-Up Study (which focused on the use of

Vic Rinke
Principal, Retired
Pine River Elementary School, Pine River, MN

Redesign™
Mr.Rinke served as
principal of Pine River Elementary School, Pine River, MN, for 28
years. He retired in the spring of 2006. Pine River
Elementary School was one of 13 schools in Minnesota identified as
Schools that Work in a study by the St. Paul Pioneer Press in June
2006. Under his leadership the school has been recognized for
student achievement and continued growth on state assessments.
The State Department of Education, the Governor, St. Thomas University,
and Education Trust have recognized and studied practices on site at
Pine River Elementary School.
Mr. Rinke’s principalship has emphasized the areas of curriculum,
instruction, assessment, data analysis, program evaluation, staff
development, and collaboration. His students-centered focus found
him regularly in the classrooms.
Mr. Rinke supported teacher training in and out of the district on the
Elements of Effective Instruction. He played a key role in the
Blandin Principal Fellowship Program from 1980 to1990 where 450
principals statewide were trained in school and community
leadership. As co-founder, he served on the Board where a $1.5
million grant supported the program.
He also served in several leadership roles for Minnesota Elementary
School Principals Association. He was recognized in 2005 for his
school and professional leadership and 32 years of service to Minnesota
schools. He served in his local community as president of the
chamber of commerce and Lions International as well as on boards
including hospital, county health, church, regional libraries, economic
development, recreational trail development, and conservation
stewardship.
Mr. Rinke holds Bachelor of Arts degrees in elementary education and
secondary education from Bemidji (MN) State University and Master of
Arts and
Specialist degrees in administration, both from the University of
